ITM Power’s Hydropulse subsidiary has signed heads of terms with a European refinery for a proposed 150 MW green hydrogen project. The arrangement would use ITM’s Alpha electrolyser platform to produce hydrogen on site under a planned 10-year agreement.
The companies are progressing front-end engineering and design, with a final investment decision targeted for 2027 and first hydrogen production expected in 2029.
Under the proposed structure, Hydropulse would build, own and operate the facility. The refinery customer would provide the site and utilities, including electricity, limiting Hydropulse’s direct exposure to power-price volatility.
ITM said it was discussing project-level financing with banks as it develops its hydrogen supply business. The company described the proposal as a potentially significant source of long-term contracted revenue.
The announcement on 12 October represents an early commercial and engineering milestone. Heads of terms are not a final construction commitment: definitive agreements, financing and an investment decision still need to be secured before the project can proceed as envisaged.
